Tarija, city originally founded with the name of Villa de San Bernardo de la Frontera de Tarixa, is a municipality and a city of Bolivia, capital of the department of the same name. It has a population of 179,528 inhabitants, making it the most populated city in the department and the seventh in Bolivia. It is located in the valley of the Guadalquivir River at 1834 meters above sea level. The city was founded on July 4 in 1574 by the Spanish captain Luis de Fuentes y Vargas, under the orders of Francisco Álvarez de Toledo, viceroy of Peru.
Even during the colonial regime, in 1807, shortly before the Hispano-American Wars of Independence, it became dependent with all its territories of the Province of Salta, and therefore the Viceroyalty of the Río de la Plata. That is why already during the independence process of the crown of Spain, the Cabildo de Tarija sends as a deputy to the Junta Grande of 1810 held in Buenos Aires, the lawyer from Tarija José Julián Pérez de Echalar, to join the United Provinces of the River of the Silver. Due to its late incorporation to the Viceroyalty of the Río de la Plata, its political situation was of a certain autonomy, generating doubts in the Liberator Simón Bolívar on whether it should be considered an Argentine or a high Peruvian territory, since the Argentine authorities made constant formal claims about the pro Peruvian high to split it from the Province of Salta.
For that reason the Constituent Assembly of 1825 that founded the Republic of Bolívar, today Bolivia did not admit to the pretended representative of Tarija. Finally, after a cabildo, the Tarijeños politicians of the time, influenced by General Bernardo Trigo Espejo and supported by the military forces under Antonio José de Sucre under the command of Francisco Burdett O'Connor, decided in 1826 to annex it to the newly created Bolivia, appointing Bernardo Trigo as its first Governor, displacing Lieutenant Governor Felipe Echazú, appointed by the governor of the province of Salta, Juan Antonio Álvarez de Arenales. One of the reactions of the Argentine government was to create the Province of Tarija, which gave rise to the subsequent diplomatic conflict or Question of Tarija. The most important military action due to the membership of Tarija between Argentina and Bolivia was that of the Combate de Montenegro.
