A matai title is, in Samoa, a title granted by an aiga to his head of the family. The concept of matai being one of the foundations of Samoan society, the notion of fa'amatai is sometimes described as the essence of fa'asamoa. The Samoan historian Te'o Tuvale in 1918 defines the 'aiga as "The union of families of a clan", under the authority of a dominant family. The aiga recognizes as chief a matai, to which is granted a specific name, indicating his status. The title held by a matai usually has historical legitimacy, and is transmitted from generation to generation, but the creation of new titles is not new.

At the 2011 census, there were 13,423 matai in Samoa, of which 11% were women. There are traditionally two categories of matai. If the founding ancestor of the Aiga was a great leader of the Samoan aristocracy, the matai of this family bears a title of ali'i. Otherwise, he wears a tulafale title. The tulafale are the guardians of traditions and family memory.

The title of matai is generally attributed according to a mixture of hereditary and meritocratic criteria. Once elected, the matai is responsible for managing the family property, and has authority over the activities of its members. Each village is governed by an assembly gathering all the matai of the village. With each matai being the representative designated by his family, this model is seen as a form of local democracy. Matai are recognized by the Constitution adopted in 1960. Article 100 states that matai titles are awarded in accordance with the "customs and usages" of Samoan society. A special court is created by Article 104 to settle disputes that may arise in this area. In addition, the electoral law stipulates that only matai can be elected to the Fono, the national parliament.

By extension, only the matai can be appointed ministers, since the ministers are chosen from the deputies. In addition, until 1991, the date of the adoption of universal suffrage, only matai had the right to vote.
